I want to link my Africard to my PayPal, also I don't want to withdraw at bank rate. So I want to know if it's possible to withdraw PayPal dollars to my Africard, transfer to my UBA Dom account

No, you can't. You can only do this with payoneer.

No, payoneer gives you the option of adding your dorm account on their platform from which you can transfer your money(dollar) to. On the other hand PayPal will only allow you add your Africard to your account. It does not accept any account domiciled in Nigeria. With Africard you withdraw at bank rate(naira) except you want to withdraw through an ATM that dispenses dollar. I use both(PayPal & payoneer) and that has been my experience so far.
