So paying contractor in cash is legal in Nigeria. If contractor building the Lagos Ibadan was to be paid in cash in Dubai Amechi or Fashola can be caught with millions of dollars paying him in cash over there ? Sir you are mad for this excuse.

Yes, if that's what the contractor requests. There's no law against that. Morever the police investigated the matter and found nothing wrong so did the EFCC and the state house of assembly. They all came to the same conclusion that nothing wrong happened.
