Whenever there is an Act of the National Assembly not contained thereof in the Constitution, it falls exclusively to the National Assembly and not State Legislatures. The Electoral Act is not a product of the Constitution but an Act of the National Assembly. They don't need State Legislatures to tinker with it. |

adamsmith914:Go to the Second Schedule of the 1999 CFRN. You need to understand the step(s) of Constitutional Amendment: The Senate and HoR will vote in different gathering. The Senate must have 72 Senators and the HoR 240 members agree for each of the items excepting those bothering on boundary adjustments, creation of States and LGAs and fundamental human rights clauses. For the issues I exempted, the Senate & HoR need 87 Senators and 288 members of the HoR agree to every item. If there seem to be some disagreements, they will call for what they call harmonisation to collectively agree on items that are in contention. When this is done.....It is now sent to the State Legislatures who will only chorus Yes or No or by votes. 24 States must say yes or no or vote in accordance on each item. All the votes and proceedings will be sent to the NA and then transmitted to the President to sign and it becomes law. |

Blue3k:Most States are even alright with the status quo, expect a very few selfish states like Lagos State, Rivers State, Abuja beneficiaries that have a very high Federal Government presence, which gives them very high taxable revenue. How can Gombe, Kogi, Ekiti, Nassarawa ie collect coordinated tax state wide, do you know where the FIRS or IRS in your state is? |
