The fraudulent 1999 constitution imposed on this forced but failed entity by the vestigial reminants of the post-1966 northern military coup merchant clique needs to be totally discarded & a new one formulated. Very commendable. If they can achieve this, then they have done more than enough. Governors have stiffled this economy. Impact of the governance should be felt at the grassroot. The closest government to the grassroot is the local government. However, state governments have starved local governments of funds and thereby robbing the grassroots.
