All the Oligarchs will cut ties with Russia, move their wealth to safer regions and invest in proxy companies thereby distributing Russian resources to the benefit of shoreline countries.
Without a doubt, the cost of rebuilding Ukraine will come from the seized assets of the Russian government and investors. Ukraine at this point will no longer be scared of Russian invasion when they survive this and they will not openly oppose any Russian aggression with confidence of the backing of the world. Think about the guerillas who have volunteered their lives to defend Ukraine and the implosion that will occur within the Putin's parliament by the time his supporters see no tangible benefit of devoting their adulation to Putin.
So many dissents and so many whistle blowers will seek greener pastures elsewhere in exchange for the Russian secrets.
Infrastructure is nothing compared to unity. For example, Afghans and Ethiopians do not have such infrastructure but are willing to die for the arid lands that they believe in.
What risk really does a building inhabited by aged and abandoned people pose to Russia? Why destroy private homes and schools for kids? It make not sense. Even Boko Haram are more strategical.
