Who told you the AG made the law?
The AG does not make the law, he only enforces laws made by the state legislation

He only gave his opinion on the bill proposed to the state house to be passed by the state legislation

While the bold might be okay for reasonable parents, We have had situation where parents have taken unreasonable decisions this is where the law comes in and Child Protective Services take over.
