Throwing a punch below the belt is what Ukraine did attempting to strike civilian populations inside Russia including a dam. In my opinion I think the Moskva sunk by undersea sabotage. Mines and explosives planted by a sort of SOF team comprising foreign mercenaries. Russia must have had about just enough of the scare tactics and not want to act.
