Is stopping FX supply to banks and BDC not an indirect floating?
There are for example, free float and managed float. Their is no economic term called ‘indirect float’.

As long as the true CBN governor, president Mohammad Buhari is opposed to market determined exchange rates, the economy will continue to suffer, the artificial dollar scarcity will not abate, and the massive spread between the official exchange rate and that of the parallel will be unending.

Due to the massive spread between the official and parallel, there's lots of round-tripping. This can simply be gleaned from what the banks charge for online foreign payment through Naira denominated debit cards.

Debts have little impact on the value of naira..
Our main problem is we are a consuming nation not producing..
And also the 2014/2015 oil shock as wel

The central bank governor is saying that the country cannot afford to let naira float freely in the open market without some form of intervention.

IMF and World Bank wants the central bank to stop all forms of intervention, example, supplying dollar into the market to reduce the dollar scarcity that would have otherwise caused a decrease in the value of naira.

But CBN governor is saying that Nigeria cannot afford to do that because it will have serious consequences in the economy.

Naira could exchange for 2000 naira per dollar if CBN should allow it to float with the market forces (the forces of demand and supply).

It won't. And nobody can actually stop Emefiele from "supplying dollars" all he wants. The floating he needs to do is abolish the "CBN rate". That will close the difference between the "black market" and the official rate (570:415 to, say, 520). This will end round-tripping and every dollar "supplied" by the CBN will actually help stabilize the market. Under the current system, a few fat cats benefit while SMEs and the common man suffer.

But he won't let go of the current system, which is how they "eat". That's why some people want to make him president.
