If Gazprombank sleeps better at night by converting EU's Euros and Dollars payment into Rubbles, that is their problem, but they are not getting any rubble payment from the EU.

The EU is still paying in euros and dollars. They’ll pay to a Russian bank or subsidiary that will then do the conversion to Rubles.

The Russian Banks can’t determine the exchange rate. They’ll convert it at the international value.

Now, the new mechanism requires them to open a ruble account in gazprom bank itself, a Russian owned financial institution and pay in their currency which would then be converted to ruble with the bank acting as the sourcing agent. What this means is that, it shields the accounts and funds from being frozen in the case of sanctions, since gazprom is a Russian bank, and it places the ruble in demand thereby cushioning the effects of their now worthless sanctions. Was this not what was proposed from the beginning and they refused? Why did they now agree?
