is Lagos the pace setter in Nigeria yes/no ? Ogun state isn't performing woefully, Ogun state is actually the most industrial state in Nigeria. As I said you are just setting an imaginary standard, Lagos state is far ahead of Nigeria standards . Ikorodu local government is more developed than any other state capital in Nigeria And it's not top 10 in Lagos.
