I have a pc that has 1ghz processor, 4gb ram 4cores, due to financial issues I can't get a pc with better processor
Does increasing the ram make the pc usable for programming ??

Start with that. Just don't try install Android Studio you might regret doing that. With other programming it's just fine.

I have this rule of law anything less than 4gb move to Linux for performance. Windows uses a lot of memory to boot like 1.5gb or so, Linux takes far less. Also you would be a better developer with a unix background.

Depends on what development you are doing but if it is mobile application development that will require you to install Android Studio or Visual Studi or Intellij Idea just don't try it on 4GIG RAM or else you will suffer.
To be on safer side for any development get at least Intel core i3 8GIG RAM 256SSD laptop

Using Linux for a while now has opened my eyes.

It's like killing multiple birds with one stone as it gets you closer to server tooling and using modern achetechtures without stress.

There are some tools that will get you frustrated or just doesn't work on windows and there it is available in Linux for free in multiples.
But the truth is , at times you just need windows for other things.

Maybe it doesn't have a solid state drive memory.
Is your laptop HDD or SSD??

I guess so. If your laptop is just ordinary 8GIG RAM with 256SSD it will run Android Studio or Visual Studio smoothly more than 16GIG with 500HDD.
Solid state drive help laptop to efficiently run software more than HDD.

I only do mobile dev on the desktop, I doubt my laptop can handle it. even though it's also 16gb ram.

Mobile ?

Personally Any type of JS and Java but if work, it's mostly what I am told to learn and write.

there is no perfect system out there...just look for specs that is suitable for what u want to use it 4

nah at all, what works for me is this:

Read basics
Read the internal and architecture part of the language ( High level, just a summary of what's happening)
Read best practices

Once that is done, you can start coding

Then later

brush up on complex features of the language and look at source code ( Not compulsory, if you are writing business apps, but if you're like me where you have to create new components and widgets by extending XYZ framework or platform)

Join community for that language where the devs reside and learn from them.

Design Patterns ( very important, you can write codes that make sense to extend or spagethi codes)

It's indeed helpful, this is one of the best recipe I've ever seen for mastering programming languages and building stuffs.

I won't recommend you have 4gb

Windows eats 1.5 the Virtualbox itself will require another set of ram, it's better to either stick with Windows or move to Linux.
