If America had their time again, I'm sure they would send their cheap labour inputs to their Southern sphere of influence (Mexico, Central and Southern America). It is better when your neighbour eats with you than an ideologically opposed country at the far end of the world. Europe eat together in the EU, and America missed an opportunity to carryalong their Southern neighbours like Britain, France and Germany did for Europe. What's done cannot be undone. Porters 5 forces sees to that. As for bringing that manufacturing back, it is well established that rich Western economies mostly focus on food production, advanced technologies and service economy. You can't pay an American $15/hr and still buy three boxer shorts for $5 or headphones for $5 for example.

As for global supply chains China is world manufacturing factory and that cannot be easily replaced as most production has shifted there.
