Did you not read the link before sending it to me that it was dated 2021 when the question I asked is when was this plan developed?

If the plan was developed in 2003, it still doesn't answer my questions thus: What does this plan contain? Can you comprehensively tell us about this comprehensive plan?

So as to help know what you are looking for, a plan is a detailed proposal that clearly states what needs to be achieved, how it needs to be achieved, the resources needed to actualise the goals of the plan, the scope of the plan and the dates for the attainment of each milestone as stated in the plan.

One of the essence of a plan is to ensure accountability. Once there is a document with the items listed therein, the public can follow the activities of government & compare what is on ground with what is written.

When you now say "comprehensive plan" and all you can come up with is a webpage, that is laughable. So pls use the criteria I listed to look for the comprehensive plan that you say Tinubu wrote that all his successors are following
