if you use your brain very well, you will see sense in that.

In UAE, all the youths are soldiers, except that they are on reserve, but they are well trained.

Same for many other countries.

That way, the goct gets their biodata, and can track them.

In Nigeria, we have so many youths who are "jobless" and resort to crime. What he is saying is that as a youth, you either tell us your job and show your proof of taxation, or you join the army and let us feed you and monitor what you do. The day you get a job, that day you quit from the army and we maintain our watch on you.
