But verifying the authenticity of the passport, which is the core duty of the immigration, should first make headline about the immigration's effort in the case. Is age the issue ?

The issues are
Allegations of Slavery/Human Trafficking under the Modern Slavery Act age is irrelevant
Allegations of Payment or offer of Payment for human organs
Whether he wrote authority is irrelevant it has no meaning whatsoever
Those allegations have nothing to do with age

You are not entirely right! If you are a top shot in immigration, a VIP can easily call you and offers to pay you 10 million for vip treatment to get passport, I assure you that you won't decline, however it will still be done at immigration office and as duly required by law.
Take going to get passport as a Nigerian for example, pay Normal fees online, for 1 year they will keep telling you there is no booklets, but go there and give them 100k cash, you will leave that day with your passport. Emphasis on going to the immigration office to do biometric capturing.
