It's a culture thing. Folks from certain cultures that tolorate corruption are more likely to be corrupt. Even in cultures that detest corruption, there are deviants! I have read of many corrupt Chinese officials who have stolen more than this man. The difference is that while a rugged Chinese system caught and punished them severely, in Nigeria, buharis odor only encourage corruption for premordial benefits.
