Let me follow your logic. The president owns the country so he may run it as he deems fit and remove anybody from the country since HE OWNS THE PLACE. Your argument may work in an ABSOLUTE MONARCHY, not the presidential system.

Now, if we agree that the president does not own the country, it would be wrong to describe him as the landlord in this analogy. He is more like the Facility Manager who has promised to ensure the facility is well-managed and maintained. His political party may be described as his Facility Management Company.

The occupiers of the flats own each of their flats without precluding others from owning theirs just like my being a citizen of Nigeria does not obstruct your right as a citizen of Nigeria.

Now, going back to the flat owners and their facility manager. The facility manager will usually try to ensure that the common areas of the building and utilities are properly maintained. However, this does not preclude the flat owners from fair use of the property. Where the flat owners refuse to abide by the principle of fair usage, the work of the facility manager and any other one appointed after him will be frustrated with limited positive results.
