I have tried checking Canva and other online tools to design interactive CV with links, layouts, and other descriptive options but couldn't get anyone appealing like this.

Sitting down with the available software you have, you can do this and it will be ok. you can do this confidently with corel draw, photoshop, and other good essential graphics/text editor software out there.
