Most APL you see this time around are fake. Their connect will give fake because of the pressure. Ask those that have collected to go and do documentation.

Hence why I feel we should be careful with appointment letters being issued out a large chunk are fake

See, like I said above. The bitter pills to swallow is the fact that I have someone who got APL and was posted to ministry of youth and sports. I don't want to give much update on that but have given a valid fact. Therefore I won't be responding nor joining issues with anyone as most of the people saying the apl are fake are either ignorance of it or probably are not what they claimed they are only just to be deceiving people here.

And I live almost five states away from where he's located.

Five states away is nothing. He has a office, keep going everyday, tell his secretary he collected your CV and you need to give him updated one cause the one he collected has no contact details. Highest you keep going to the office for a week, you will see him if you persist. Life is not ready to give you easy , you have to take it by yourself. Better to try and fail than not try at all.

Then you don't know shit about FCSC then because the letter will carry FCSC but your designated ministry will be listed on it i.e ministry of health, information and other with your grade level and step and also stating your annual salary. So you guys should stop arguing ignorantly.
