I've always tried to avoid this 'Tinubu built Lagos' arguement because it is total bollocks. Tinubu performed his constitutional duties as a governor. Was he perfect? Absolutely not! Did he enrich himself and his cronies while in office? Without a doubt. Now coming to this nonsensical notion that Tinubu built Lagos. Permit me to ask you lots some questions:
1: Where was Tinubu when Lagos had LSTC?
2: Where was Tinubu when Gen Buba Maruwa ( a Northerner) was governor of Lagos State?
3: How many universities did Tinubu build in Lagos?
4: Where are the bridges that Tinubu built? The most important bridge in Lagos (the 3rd Mainland Bridge) was built by Babangida.
5: Where was Tinubu when Lagos State was known for orderliness and cleanliness?
6: Where was Tinubu when Jakande was building housing estates all over Lagos?
Most of the great landmarks in Lagos were built way long before Tinubu got into politics.

Yeah kind of, but even at the national level. However, it is not the ordinary citizens that vote. Also, the voting is done based on social achievements and merit.
China's current president XI Jingping started from the grassroots and as he achieved the CPC's goals of improving the lives of the ordinary Chinese through sound leadership he rose through the ranks.
He rose through meritocracy. Meritocracy is one of the core tenets of the CPC.

China's leadership style and structure is more complicated than what I explained above.

It is not easy finding articles that explain the Chinese leadership structure and style in English, it is mostly in Mandarin.
