I stand to be corrected but aren't barracks supposed to be situated far away from civilians? Even fired mortar shells shouldn't be noticed by citizenry talkless of small arms fire in a SANE society but Nigeria is INSANE so....

A country's armed forces are meant to ward off, or fight foreign intruders, whereas Nigeria's armed forces have been made by Islamists in apex political leadership of Nigeria to become a Jihadi instrument to cow or kill Nigeria's citizens in the predominantly Christian south of Nigeria.
Obinze is a densely populated area, why can't the shooting practice be held in Borno or Katsina state where Islamic terrorists and bandits fighting for an Islamic Republic of Nigeria to be governed with Sharia criminal laws, hold hostage?

Perhaps unknown to the top brass of Nigeria's armed forces, the army in Imo West senatorial district, aka Orlu senatorial district, have been fighting a proxy political war for the governor of Imo state who invited and camped the army in the district. They have reduced the district to a no-go area since 2020 when Hope Uzodinma was pronounced governor of Imo state.

Ok sir let me answer your question from my little understanding. First of all we have different types of ammunition (bullet) live, blank and rubber ammunition.
Live ammunition as the name implies can only be used on a real target enemy or during shooting range that's shooting an object which is non living thing.
Blank this does not cause any harm it only produced sounds when fired, they are mostly used in ceremonies like military burial.
Rubber ammunition this are mostly used in military training when fired it doesn't cause any harm even at close range it only pains a little but doesn't penetrate or injure the target. they are used in training cos they also produces sounds like the real ones.
