Ok sir let me answer your question from my little understanding. First of all we have different types of ammunition (bullet) live, blank and rubber ammunition.
Live ammunition as the name implies can only be used on a real target enemy or during shooting range that's shooting an object which is non living thing.
Blank this does not cause any harm it only produced sounds when fired, they are mostly used in ceremonies like military burial.
Rubber ammunition this are mostly used in military training when fired it doesn't cause any harm even at close range it only pains a little but doesn't penetrate or injure the target. they are used in training cos they also produces sounds like the real ones.
