let me state one reality. Their cyber systems are above their citizens comprehension they are humans like everyone . It's very complex . You can't expect a registered hardworking nurse to be fully conversant with cyber security even a university professor they are dullards outside their fields not a bad thing tho , atleast they are contributing to human growth.
