Democracy doesn't guarantee a good leader it only guarantees that the choice of the people will prevail. So if the people want a theif as leader then that is what they will get. Ok In my opinion, there should be IQ tests conducted and passed for every citizen in order to be eligible to hold a PVC. If one doesn't pass the test he/she shouldn't be qualified to be issued the PVC.
