Baba leave those people talking about what they don't know after compilation of names they do go for certificate of compilers from FCC or send their slot, they must do one of the two, I know people from Ofa in Kwara state that the chairman of FCC help with appointment with FIRS some years back.

Yes Someone of this self made agencies must time didn't go to FCC but it common among oil sector agencies not agencies like FIRS or Custom even NPA do go.

Due to FCC boss hijack everything to her self didn't means there are no procedure.

Lol I pity people paying for slots here, even if it’s pay before APL, they can forge APL. The easiest way is to get the FCC Commissioner number and try to hustle your way by yourself
