Why can't African Union adopt a model like the plan below for faster integration. EU wants to be integrated by 2030, but AU is still talking about 2063. Most countries are forming alliances to become stronger, but Africa is still lackadaisical about it. African countries can begin with tier 1 and as each country gets stronger they can move to an upper tier.
