I blame the coach. The coach should have chosen penalty takers, so they have the confidence they were chosen. The coach should motivated them, let them know that they either score or lose but stepping, chosing a position and hitting the ball hard is most important. Poor girls need someone to motivate thier spirit. They did thier best.
