Both are for external candidates who have either failed the regular WASSCE O'levels conducted for school students, or for those who have elected to continue their education as adults and need the O'levels result to pursue tertiary education.

If Obi passed his WAEC WASSCE O'levels, he would have no need for GCE as a lifeline to present as his highest qualification.

Even Buhari has Cambridge/WAEC O'levels for school students.

Nothing new about that.

Many SS1 and SS2 who project failure in WAEC WASSCE due to older siblings having failed during their own time, also sit for GCE.

In fact during the '90s, some public schools were fond of dismissing students who sat for GCE in their SS1/SS2 at a time they should have been in school engaged with their current studies.

Still, GCE remains an exam for external candidates, and serves as either a 2nd chance or continued education for young adults who want to renew their aspirations for tertiary education.
