Buhari's moves fees months end to his second tenure tells us that politicians do infact know the good things to do in this country but will not do it because of thier own selfish interests.

If this policy together with the new election law was passed during the last election, Buhari wouldn't have won and he knows it, so he waits towards the end of his tenure to implement this changes.
