This policy is only for a time and there's a reason for this. When the redesigned naira notes comes out, some people will start selling it. To prevent or restrict this to the bearest minimum, the CBN decided to implement this policy. Also note that denominations above N200 will not be inside an ATM machine. Therefore for those who are thinking of making brisk business by collecting old notes from criminals at high rates then going to the ATM to withdraw new notes, sorry is your middle name. You have to enter the bank to get the new notes

New notes will be released December 15. The cashless thing takes effect in January. How's that going to change anything?

Whoever wants to sell or hoard the new notes has got all the time in the world to withdraw millions of Naira.

I think they're out to eliminate kidnapping for ransom completely.

As for the other things you mentioned, more people will be forced to apply for new debit cards, get new accounts, etc. With 5 dedit cards, you can withdraw 20k X 5 (100k) a day.

The significance of the policy is yet to be seen to be honest. If CBN really wants to control cash, then withdrawal limits MUST be tied to BVNs, not account numbers. The average Nigerian man has 3 to 4 cards. They can even get more if they wish. POS guys only need to get around 10 to 20 dedit cards and they're fine! Withdraw 20k with GTB, withdraw another with UBA, OPAY, FirstBank, and keep going. grin

The policy is nearly useless, in my opinion. Like the previous e naira, this one too WILL fail because we have a set of daft policy makers in that institution. Who sets limit on account numbers in a society with more than 15 DMBs and over 65 licensed online financial institutions with dedit card license? What's the purpose of BVNs??

Will fuel stations take bank transfers now?

The policy is to ensure that Nigeria is transitioned to digital payment systems, that is great, the challenge is, if POS payments are so limited. How do we pay for Fuels are fuel stations. Two customers will exhaust the limit and the rest of the customers will line up at ATM to withdraw cash before heading to buy fuels. Hopefully fuel stations will introduce digital barcode scanning p2p payments as in china for ease of payments.

And construction companies have to figure out how to access cash to pay labourers who prefer fruits of the labour in cash at the end of the day.

Yahoo Boys would have a field day

What about mechanic that want to buy a 50k engine? He must now get educated by force and take transfer.

What about the Fulani on Sallah traying to sell his cow.

Brief recap of the new policy and the date of implementation.

You (and many others I dare say) don't seem to get the POS part at all. It's 20k per transaction per account. So the 30k counts from the customers' account and not from the agent's.

Labourers on the other hand would have to accept bank transfers too.

The CBN is treating our hyperinflation with half measures as if it is temporary or transitory inflation. The supply of money is not only reduced, but taxes and interest rates are also reduced or else those measures become counterproductive. The govt reduces the supply of money increasing its demand and value (supposedly). But at the same time increase pump price of fuel, which is what the masses depend on daily for just about everything! Bank charges have been increased, taxes skyrocketed, food prices are still on the increase due to the inability of our farmers to plant or harvest because of insecurity. In the end, those measures look good on paper but will end up as half measures because the inflation we have in Nigeria is not transitory but hyper! From 2015 till date it has been left unchecked to gallop upandan wildly!

Funny how you said it. My average spend on via card payments exceed a 300k daily. My trucks alone takes over a 100k for diesel and what construction equipments. Then shopping and stuff. I guess alternative is to build tank farm to store fuel and safe deposit box to store cash.

You still don't get my point on the POS part. The POS agent doesn't need to withdraw so much money because he also accepts deposits from customers. The 20k withdrawal restriction binds on each customer and not cumulatively on the agent.
As regards the bolded, I'm sure you have other reasons asides cash requirements because fuel stations have no reasons not to accept transfers. Especially with this new policy in place.

Good point. Let's hope it will be improved now. As a matter of fact, I expect general improvements because of increase in demand.
