What does it mean to impede someone's movement? It means you're standing on his path such that he couldn't go where he was headed.

If you ever played football to a certain level, you'd know that as a striker, you're wise to "sell" penalty to your opponents.

The keeper infringed his movement... That's the rule of the game.
