Yes, it was given because similar penalty was given against Ghana �� which is the only goal cr7 scored through out the world cup. Nevertheless no player has benefitted from penalty than cr7. Remove penalty from his goals and remove penalty from Messi's goal and see that Messi has goals more than him. Mind u he is called penaldo for a reason
