The same Raj Al Ghul told Batman I'm Batman Begins that they tried to destroy Gotham but people like Thomas Wayne saved the city. Now was Batman around before Raj decided to destroy Gotham.

World War II was fought barely a generation after World War I. Infact, some soldiers that served during WW1 participated in WW2 as well.

But since WW2, there hasn't been another world war, most likely, due to the fact that another world war would be a nuclear war, which is basically mutually assured destruction (MAD). Now, as most countries have leaders that are either sane enough or not lunatic enough to want MAD, that has prevented a world war for near a century.
With quite a number of different variables, I don't really think the world war predicament makes for a proper analogy.
