Buhari politicised the ruga agenda and vehemently pursued it through all political means but failed.
Buhari ensured by his veto power that all head of essential parastatals are Muslim fulani or at least muslims eg police, airforce, navy, army, customs, you can mention the rest.
Now same thing with fulani herdsmen displacing indigenous people from their ancestral lands through cattle herding but we all know they are mobile department of boko haram pursuing same jihadi course. These appearances are not mere coincidence.

Check all the top government positions in Nigeria right now and when Buhari came to power. From security chiefs, to ministers, and head of federal government parastatals, over 90% are muslims.
