Let's even go with your erratic assumption of 80% of Nigeria's economy, that is set to drastically reduce and be distributed evenly to another region. The North discovers its oil in the states of Gombe and Bauchi which are capable of producing over 50,000 barrels a day.

Lagos state cannot boom without oil business accross board.
Lagos state is directly and indirectly dependent on oil economy of Nigeria.
