Your party can expel you. They are not substituting you, they are only telling INEC they don't have any candidate in the area affected. Of course INEC can't stop you from contesting but your opponents will take you to court on the basis that you weren't a member of Political party while contesting. Political slowpoke, no body is going to remove anybody's name, but once they are expelled from the party and ratified by the highest decision making organ of the PDP, they cease to be a candidate under the banner of PDP, and as you have rightly said it is too late to either remove their names from the ballot paper or decamp to another party, this simply means that they can partake in the election, win the election but at the end of the day who ever comes second in those elections will be given the certificate of return in the court, because all the votes casted for the PDP will be declared invalid by the court
