Satan only wanted to prove something which led to another issue, the bone of contention is whether man can rule themselves successfully without God's intervention or not.
Satan came behind to manipulate things but the fact remains that human government have failed woefully. The next issue is that those who refused to become Satan's agents will all be pressured to debunk the existence of God, this also failed.
