Russia is trying yo reduce it casualties and that is the why they are using Wagnerians. Russian main troops are being preserved. You will see them in action after the fall of Bakhmut. Bakhmut is the most fortified city in the donestsk. This is mainly because of it importance. So taking it will involve a lots of casualties. Likewise defending it. The Russians has more artilleries. So it is common sense that the Ukrainians casualties will be higher. Artillery is a killing machine on it own. The Ukrainian reenforcement has not stopped Russian from advancing. So they are both taking casualties but the Ukrainian casualties are higher. Also the Russian main troops are not the ones dying in Bakhmut. It the private military contractors that are dying. They are being preserved for future offensive in Kramatorsk and Slovyansk.
