What the man is simply saying is that you cannot see the winner on the IRev because that's not what the law says it should do. That website is for data verification, computation and research.

However, if you can gather all the raw data from the polling units and sum them up yourself, you will be able to independently determine the winner. Now, I understand why the REC in Lagos says they don't have the hardcopy yet (they are following what the law says).

Putting up these figures from snapped result sheets captured by BVAS to raw data for public view is really commendable, and to be honest, that's a lot of work. Those who wrote the new electoral law, in my opinion, really want to see Nigeria grow and did an excellent job.
