He governs a country and make policies that will enhance and facilitate the well being and progress of the country's citizen, alies and prospects. Your own duty as a citizen is understanding what those policies are, know which role you can play and make your benefit out of it while creating avenues for others to do the same. The government won't give you handout to self sustainability, that is solely your own responsibility. Heaven knows people sell sands in this country and still make a profitable life and livelyhood for themselves and their community. Nigeria government encourages wealth and it is up to you to work on what it provides.
