You know the problem of some of you. You lacked simple logic. Peter Obi has never said he won those states but there are some contentious states that his votes were reduced and added to other parties. Many states.
Don't forget that parties also do their own collation of results as announced at the polling units.
You may score the highest votes or have the 25% in the 2/3 of the states, if the election doesn't complied with the required law, the votes are non and void.
Go and check reasons for the annulment of Kenya presidential election in 2017 and clear your doubt please.
