Retarded argument, The SE is landlocked.

All the channels in the south east are channels to the Atlantic Ocean that MUST pass through territory OUTSIDE the South East.

Serbia, Hungary, Austria are landlocked, despite river Danube entering Black Sea. So is Paraguay despite Parana entering Atlantic.
