I was in Benin last year for a marriage ceremony, that ulemon-ekehuan road is the worse road i have seen in a GRA.
There are too many bad roads in benin. I can go on to mention many if you want.

Na only those ones you dae see you nor dae see boundary road, limit, Ugbor,Etete, Adesuwa, the very beautiful road from Ring road to Oluku, the very straight motorable road from Ring road directly to Egor, even those roads in Ekosodin- Edo street and all, they've all been tiled, even many of those roads in Bdpa, Iguosa has been tiled since you school in Benin, presumably UNIBEn , you should be familiar with these routes. Even from ring road to Asoro bus stop is motorable now and it is a dual carriage road
