If the president is also the governor of Abuja as a State why then should a man become a governor of Abuja without getting 25% of Abuja residents votes. That is why the people who wrote the constitution ensures that you must get 25% votes in Abuja to become the governor of Abuja while you are the president of Nigeria.

In other states like Lagos, Anambra etc. To become a governor you must win the highest votes and win 25% from 2/3 LGAs.

To become a governor in Abuja you are even supposed to win Abuja but because the governor of Abuja is also the President is why the constitution reduced it to just 25% as if it is a LGA. The people of Abuja deserves a man or a woman who wants to become their governor to at least get 25% of their votes. If not they can request to get a governor separate from the president. So, Those who wrote the constitution knows what they were doing.

Lastly if you agree that the person who won the presidential election will be the president of Nigeria and The governor of Abuja. why are you finding it difficult to agree that the person should get 25% in othere states and Abuja separately. Are both not AND?

You are copying ignorance argument of Kenneth Okonkwo who think Nigeria constitution is a Nollywood script. Why he didn't ask questions too: Why will governor of FCT may not be a register voter there! Why will 99% of legislators making law for FCT are not their direct representatives!

25% of ABUJA VOTES IS EQUIVALENT TO 0.007% OF VOTES OVER 36CS.
TINUBU HAS MORE THAN THAT SO TINUBU QUALIFIES.

The Provision of the constitution shall apply to the FCT (ABUJA) as if it it were one of the states of the federation.

The provisions of this Constitution shall apply to the Federal Capital Territory, Abuja as if it were one of the States of the Federation; and accordingly -

(a) all the legislative powers, the executive powers and the judicial powers vested in the House of Assembly, the Governor of a State and in the courts of a State shall, respectively, vest in the National Assembly, the President of the Federation and in the courts which by virtue of the foregoing provisions are courts established for the Federal Capital Territory, Abuja;

(b) all the powers referred to in paragraph (a) of this section shall be exercised in accordance with the provisions of this Constitution; and

(c) the provisions of this Constitution pertaining to the matters aforesaid shall be read with such modifications and adaptations as may be reasonably necessary to bring them into conformity with the provisions of this section.

Although, it is very difficult to pin point a stand judging from the various views previously expressed. But here is my interpretation via the following analogy.- 'Give twenty five oranges each to 2/3 out of 36 class-mates and emeka who is also assumed to be part of the class'. Make of it what you will. But emeka is a must because he was mentioned in specific. The reasons is what appears to be debatable.
