NewsFlash! A good number of people don't have even complexion at all. That is why you find a lot of folks with light face and black yansh or some other rainbowish complexion thing going on. It is not all a result of bleaching creams and any other thing you imagine. Hyperpigmentation is in fact very common phenomenon among people with dark skin i.e. Africans. I recall a had a friend once whose arms were darker than his torso back in the day. We foolishly nicknamed him ignoring the fact that we all also had our own discoloration issues that we hide from others.
