I will suggest you get a BOQ (with it you get a detailed quantity and cost required) but, if you can negotiate with him to reduce the workmanship price; they are a bit high. With his calculation #100 per block for the laying is high. #60- #70 fair.
The same apply to the foundation block laying.

The price of materials seems fair (although it depends on location) but negotiate the workmanship fairly.
