She is donating the money to African students studying at Oxford. Every wealthy person does the same. Most of the donations by wealthy blacks in the US to elite universities are targeted at black Americans there. Elite universities produce the next set of leaders, politically and in business. To enable your kith to have a seamless study time in those places, it makes sense to donate to those institutions. If not, you would have fewer of your kith from those places, and invariably, fewer African folks in global leadership positions.

Yes. shes giving out 100,000 every year for `10 years. So each year if ur an african student and have admission into oxford for a graduate program, you can apply for her fund and if u pass the requirements (most scolarship funds have requirements such as admission letter, letter of good character, letter requesting reason for why you need the funds for your scolarship). The money approved will then be knocked out of your school fees. Some people are lucky enough to get full scholarships out of scholarship funds depends on the application.

Im sure she did it because many african students that even get admission into oxford cant afford the school fees. Its too expensive.

It is the Black Historical Colleges that produce the majority of the Black students you are referring to.

Take California for example where the Black Reagent Wardell Anthony "Ward" Connerly killed Affirmative Action, it resulted in fewer Black students.

But for Historical Black Colleges country wide, California would suffer from the Black Reagent selfishness.
