Whoever can successfully fake a passport that would pass scrutiny can definitely check Google for state, LGA and even village details to scale through whatever oral checks you assume they want to do. There's nothing in what Abike Dabiri said that remotely suggested they were doing it for any security measure.

This is not the first time Nigeria is doing evacuation from foreign countries, but this is the first time I'm hearing the persons being evacuated are being evacuated by state of origin, and not based on their being Nigerians.

The overwhelming majority of them would have Nigerian passports, especially given the demographic...students sponsored by themselves or their parents for education, for those that don't have, they can then be passed through other forms of verification including confirming state of origin, or even asking to speak with a contact in Nigeria.

However, all of this is pre-boarding verification, it's assumed that once they've been verified, the next phase is boarding, and not sorting into state of origin before boarding.
