Not all coren cert civil engrs are site competent.
Most got it just to work in an office that needs a coren cert engineer
Most of them don't know what to do when they get to site-no experience.
They rely on their masons and carpenters to even do setting out not to talk of fixing the foundation starter bars.
I have been in the field long enof to know about them.

Don't get me wrong on the coren cert.
Coren is trying but the engrs need to do better.

For me, the major culprits to this collapse thing is the clients. They most go for cheap and inexperienced labour

The Client of the building hired himself as the contractor who also hired himself as the structural Engineer and a builder to build his house .....
May be he also got his building plans by hiring himself as well instead of an Architect....
So in summary, he is the Architect, the Client, the Structural Engineer and as well as builder...
