It's a tough case. On one hand don't want to see people scared to stand up when necessary. On the other you can't allow vigilantism esp since the guy hadn't attacked anyone yet. When I wrestled (Roman Greco) choke holds were illegal because you could hurt someone (break a neck). He should have known that given his military training. And he had that choke hold on too long. He could have subdued/held him w/o the choke hold.

Tax payers should pay for it. 1% tax on annual income over 10m would probably do it. But paying to feed children will increase birthrates, but according to warped minded magas, Democrats can't be having none of that because it reduces profit from abortions.
